Behavioral Governance — Provenance

Layer Identity

The Guardrails — how it's governed. Six dimensions. Governance lives in behavior, not documents. The enabling infrastructure that makes pillar-level work possible and leadership-level change sustainable.

The Governing Insight

Traditional governance is document-centric: policies, frameworks, dashboards. Behavioral governance is behavior-centric: are the governance behaviors actually happening, or do they only exist on paper? The measurement is observational, not self-report.

The Six Dimensions

  1. Decision Rights — dynamic, not static RACI. Human oversight calibrated to demonstrated AI reliability. Closer to holacracy's distributed authority than traditional hierarchy.
  2. Agent Authority — how autonomous AI agents are authorized, bounded, and supervised
  3. Risk Intelligence — dynamic risk sensing, not static risk registers. Frontline ethical practice integrated into governance cadence.
  4. Governance Intelligence — board-level readout on AI governance maturity. Three-layer assessment: self-report + evidence + behavioral observation. The Five Dials.
  5. 1st-Derivative Talent — not what skills people have, but the rate at which they acquire new ones. Dynamic role architecture, not static competency models.
  6. Strategic Coherence — alignment between AI strategy, business strategy, and governance.

Intellectual Lineage

Tradition Key Source Contribution
Holacracy / Teal Robertson, Holacracy (2015); Laloux, Reinventing Organizations (2014) Dynamic roles, tension-processing, consent-based governance
Behavioral Governance Gibbons, "The Five Dials" (2026) Enacted vs. espoused behavior measurement; behavioral indicators over self-report
Algorithmic Governance Floridi, The Ethics of AI (2023) Calibrating human oversight to AI reliability
Agile Governance Scaled Agile Framework; Holacracy governance meetings Sprint-based governance cadence replacing stage-gate reviews

Gibbons Contributions

  • The Five Dials (Utilization Depth, Capability Expansion Rate, Trust Stability, Iteration Velocity, Leadership Delta)
  • Three-layer assessment architecture (self-report + evidence + behavioral observation)
  • "Governance lives in behavior, not documents" — the reframe
  • 1st-derivative talent concept (rate of skill acquisition, not skill inventory)
  • AI Governance Circle Protocol (adapted from holacracy)
